To hear God’s voice, you must first believe that God wants to speak to you. For this to happen, you must first have a relationship with God, come to His presence with a clean and pure heart.
Everything in God’s kingdom operates by Faith. If one does not believe that he can hear God’s voice, then he won’t. Here is what the Bible has to say about faith:

It is not good to disobey God’s voice
Jonah 1:2 – God spoke to Jonah to go to Ninevah and preach the gospel, but instead Jonah disobeyed and tried to flee in a ship. As a result of his disobedience, he ended up in the belly of a whale for 3 days and 3 nights. When the whale spit him out, he immediately obeyed God’s voice by going to Ninevah as instructed.
The moral of Jonah’s story is that it is not good to disobey or ignore God’s voice. When you do, there will be consequences. God also may speak to us through other people.
God speaking to man
There are many people God spoke to in the Bible directly, through dreams, open vision or in some cases God sends His angels to appear before the person. In this generation, the issue is not so much about God speaking to us, rather it is about whether we can listen and hear him speak to us. Dear Lord,

Empower me to begin hearing and understanding what the Holy spirit is saying to me. Let your audible voice transform my life forever.
